The organizers
The City of Písek and the Czech Union of Cartoonists declare the 5th annual of the international open competition
1 - Participation Conditions
The participant accedes to the rules of the biennale set in the statues by sending in the cartoons. The participant of the competition can be anyone who will meet the following requirements.
2 - Content and Technical Conditions
Theme: Sport - Enjoyment for Body and Soul
Number of cartoons: minimum 3 (three), maximum 5 (five)
Format: minimum A4, maximum A3
The cartoons can be coloured as well as monochrome; each cartoon must be signed with the name and address of the participant on the backside.
3 - Current Regulations
-Selection of the cartoons for the exhibition, selection of 40 finalists and conferment of prizes will be performed by an international jury.
-Each author chosen into the exhibition collection will obtain a catalogue in which all the participants will be named. The cartoons will be selected from the final collection. The organizers stipulate that the cartoons will be reproduced only in the monochrome form in the catalogue.
- The participants agree that the cartoons can be used for propagation and presentation
of the biennale in the advertising materials (which appertain the biennale) and in the means of communication for propagation and in case of professional review of the author or the biennale.
-The participants agree that the sponsors and advertisers of the biennale have the prior right for use of the chosen competitive cartoons in their presentation or propagation
for the current fee and for the contact with chosen author for eventual long-term cooperation.
-Final cartoons - maximum 40 - will become the property of the town of Písek. The other cartoons will be returned till June 30, 2004.
-The most appreciated foreign author and the most appreciated Czech author will have
individual exhibitions within the biennale in 2005. The organizer will cover the travel costs and accommodation for one person for one night.
-The prize-winners will be invited to the varnishing day, the accommodation will be reimbursed.
-The other participants of the biennale can book the accommodation by means of the Information Centre, Heydukova 97, CZ - 397 01 Písek,

4 - Prizes
The Main Prize: sandglass clock + 20.000 CZK
The Miroslav Lidák (Hadák) Prize: sandglass clock + 5.000 CZK
3 prizes: sandglass clock + 1.000 CZK
4 prizes: small bag with sand + 1.000 Kc
Diplomas and honourable mention: the number is not limited; it depends on decision of the jury.
Extra Appraisal: The City of Písek Award: sandglass clock + 10.000 CZK
5 - Calendar of the 5th Biennale
Deadline: June 16, 2003
Varnishing day: September 2, 2003
- after the open varnishing day there will be a festive evening with the participation of the invited authors, sponsors and organizers.
The exhibition will last: September 2 - 28, 2003, Art Gallery of the Práchen Museum in Písek
The exhibition will be relocated to Prague in 2005.
6 - Jury
The form of jury´s agenda:
a) selection for the exhibition (standard)
b)selection of 40 finalists (standard)
c)in the final, the boxes will be placed in front of each picture and the jurors will obtain a vessel with measured volume of sand and a shovel. The jurors will divide this volume of sand into the boxes under the pictures. The volume of sand will be weighed and according to the weight the placing will be set. In case of the City of Pisek Award the deputy of the town of Písek chooses from the final cartoons.

5.rocník mezinárodní otevrené souteze
1 - podmínky úcasti
Úcastníkem souteze se stává kazdy, kdo splní následující podmínky. Zasláním kreseb pristupuje úcastník bienále na pravidla stanovená
statutem.
2 - obsahové a technické podmínky
Téma: Sport - pozitek pro telo i ducha
Pocet kreseb: Nejméne 3 (tri) nejvyše 5 (pet).
Formát: Nejméne A4, nejvyše A3.
Kresby mohou byt barevné i cernobílé a kazdá musí byt na rubu oznacena jménem a adresou soutezícího.
3 - platná ustanovení
- Vyber kreseb pro vystavu, vyber 40 finalistu a udelení cen provede mezinárodní
porota.
- Kazdy z autoru, ktery bude vybrán do vystavní kolekce bienále obdrzí katalog, ve kterém budou jmenovite uvedeni všichni úcastníci bienále. Vyber kreseb do katalogu bude proveden z finálové
kolekce. Poradatelé si vyminují, ze kresby budou v katalogu reprodukovány cernobíle.
- Soutezící souhlasí, ze kresby mohou byt pouzity na propagaci a prezentaci bienále na propagacních materiálech prímo se tykajících bienále a v hromadnych sdelovacích prostredcích pro propagaci a v prípade odborné recenze autora ci bienále.
- Soutezící souhlasí, ze sponzori a inzerenti bienále mají prednostní právo na uzití jimi vybranych soutezních kreseb ve své prezentaci ci propagaci za obvykly honorár a na kontakt s vybranymi autory pro prípadnou dlouhodobou spolupráci.
- Finálové kresby v maximálním poctu 40, se stávají majetkem mesta Písku. Ostatním autorum budou kresby vráceny do 30.6.2004.
- Nejvyše oceneny zahranicní autor a nejvyše oceneny cesky autor budou mít v rámci dalšího bienále v roce 2005 samostatné
vystavy. Poradatel hradí náklady na dopravu a ubytování na 1 noc pro jednu osobu.
- Drzitelé cen budou pozváni na vernisáz a bude jim hrazeno ubytování.
- Ostatní úcastníci bienále si mohou ubytování rezervovat prostrednictvím Infocetra, tel., fax.: 00420382/ 213592.
4 - ceny a ocenení
Hlavní cena : Presypací hodiny + 20 000 Kc
Cena Miroslava Lidáka (Hadáka): Presypací hodiny + 5 000 Kc
3 x cena: Presypací hodiny + 1 000 Kc
4 x cena : Pytlík s pískem + 1 000 Kc
Diplomy a cestná uznání: pocet není omezen, rídí se rozhodnutím poroty
Mimorádné ocenení: Cena mesta Písku: Presypací hodiny + 10 000 Kc
5 - termínovy kalendár
Uzáverka souteze: 16. cervna 2003
Vernisáz: 2. zárí 2003
- po verejné vernisázi probehne spolecensky vecer za úcasti pozvanych autoru, sponzoru a poradatelu.
Doba konání vystavy: 2.- 28. zárí 2003, galerie Práchenského muzea v Písku
Vystava bude prenesena v r. 2005 do Prahy
6 - porota
Forma porotního jednání:
a/ vyber pro vystavu (standardní)
b/ vyber 40 finalistu (standardní)
c/ ve finále se pred obrázky vybranych finalistu umístí krabice a porotci dostanou nádobu s presne odmerenym mnozstvím písku a lopatkou. Písek rozdelí dle svého uvázení pod jednotlivé obrázky. Mnozství písku bude zvázeno a podle váhy se urcí poradí. V prípade Ceny mesta Písku vybírá z finálovych obrázku zástupce mesta v porote.

Stadt Písek und die Tschechische Karikaturistenunion verkünden den 5. Jahrgang des internationalen offenen Wettbewerbs
1 - Teilnahmebedingungen
Der Autor, der die folgenden Teilnahmebedingungen erfüllt hat, kann an dem Wettbewerb teilnehmen. Indem der Teilnehmer die Zeichnungen einschickt, geht er auf die in dem Statut festgelegten Regeln ein.
2 - Sachliche und technische Bedingugen
Thema:Sport - Genuss für Körper und Seele
Anzahl der Zeichnungen:minimal 3 (drei), maximal 5 (fünf)
Format:minimal A4, maximal A3
Die Zeichnungen können sowohl farbig als auch schwarzweiss sein und jede Zeichnung muss auf der Rückseite mit dem Namen und der Adresse bezeichnet sein.
3 - Gültige Verordnungen
- Auswahl der Zeichnungen für die Ausstellung, Auswahl von 40 Finalisten und Preiserteilung wird von einer internationalen Jury durchgeführt.
- Der Autor, der in die Ausstellungskollektion der Biennale ausgewählt wird, bekommt einen Katalog, in dem alle Teilnehmer der Biennale nametlich verzeichnet werden. Die Auswahl der Zeichnungen für den Katalog wird aus der Finalkollektion durchgeführt. Die Veranstalter bedingen sich aus, die Zeichnungen im Katalog schwarzweiss zu reproduzieren.
- Die Wettbewerber sind damit einverstanden, dass die Zeichnungen zur Werbung und Präsentation der Biennale auf den Werbematerialien, die die Biennale betreffen, und in Massenmedien für Werbung und im Falle der Fachbesprechung des Autors oder der Biennale benutzt werden können.
- Die Wettbewerber sind damit einverstanden, dass die Sponsoren und die Inserenten der Biennale das Vorrecht auf die Benutzung der von ihnen ausgewählten Wettbewerbszeichnungen in der Werbung oder Präsentation für ein übliches Honorar und auf den Kontakt mit den Autoren für eine eventuelle langfristige Mitarbeit haben.
- Die Finalzeichnungen (maximal 40) werden zum das Eigentum der Stadt Písek. Den anderen Autoren werden die Zeichnungen bis 30. 6. 2004 zurückgegeben.
- Der am besten bewertete ausländische Autor und der am besten bewertete tschechischer Autor werden im Rahmen der nächsten Biennale im Jahre 2005 Ausstellungen haben. Reisekosten und Unterkunft für eine Person für eine Nacht werden vom Veranstalter gedeckt.
- Die Preisgekrönten werden zur Vernissage eingeladen. Die Unterkunft wird gedeckt.
- Die übrigen Teilnehmer können die Unterkunft durch das Touristische Infozentrum buchen (Tel./Telefax: 00420 382 213592) .

5 - Terminkalender
Abschluss des Wettbewerbs: 16. Juni 2003
Vernissage: 2. September 2003
- nach der öffentlichen Vernissage wird ein festlicher Abend für die eingeladenen Autoren, Sponsoren und Veranstalter stattfinden.
Ausstellung: 2. - 28. September 2003, Galerie des Prachiner Museums in Písek
Im Jahre 2005 wird die Ausstellung in Prag stattfinden.
6 - Jury
Die Form der Juryhandlung:
a) Auswahl für die Ausstellung - Standard
b) Auswahl von 40 Finalisten - Standard
c) im Finale werden vor die Zeichnungen der Finalisten Schachteln plaziert und die Schöffen bekommen Behälter mit gemessener Menge des Sandes und eine kleine Schaufel. Die Schöffen zerteilen die Sandmenge unter die Zeichnungen. Die Sandmenge wird abgewogen und je nach dem Gewicht wird die Reihenfolge festgesetzt. Im Falle des
Stadt-Písek-Preises wählt der Vertreter der Stadt Písek in der Jury aus den Finalzeichnungen aus.
