This year the Association of Israel caricaturists, "Pencom", is organizing the 8th International Cartoon Exhibition, Haifa - 2003 together with the annual Haifa International Film Festival. Both events are under the auspices of the Haifa Municipality.
The contest comprises two main categories:
a.) Music & Festivals in the past, present and future. The Guinness World Records
b.) Free Category
Entry deadline is 3rd Sept 2003.

Conditions:
1.The contest is open to all entrants
2.The number of cartoons sent by each participant is limited to two in each category.
3.The submitted works in all sections must be originals, standard size being 21 / 29.7 cm,
(8½ x 11 inches) using Indian Ink, watercolor, pen and other graphic and painting techniques.
4.Name and address should be written on the reverse side of each cartoon.
5. Entrants should pack their works securely and send them at their own expense to the International Cartoon Contest. Organizers are not responsible for damages during transportation.
6.By participating in this event, caricaturists agree that all cartoons submitted become the property of "Pencom", in order to promote this and future contests. Once the exhibition in Haifa closes, the works can be used in exhibitions throughout Israel and abroad.

7.The Haifa Carmel medals & prizes will be awarded to those winning for the best cartoons.
8. "PENCOM" organizing committee reserves the right to reproduce the cartoons in catalogues for the promotion of the contest.
9. A catalogue with the best cartoons will be published according to financial resources
